Game Rules
These are the In Game rules and dictate the game play on MSRP III. There are 23 rules, and that number will be maintained at all costs to keep the game as simple, easy to understand, and playable as is humanly possible. The fact that there is only one game system and that the roll of staff is much more limited in regard to management of assets, while being simultaneously more ingrained into the game itself should provide you, the player, with ample opportunity to learn and prosper In Game.
The One System.
- There is, and only will be, the Judgment System.
- All other systems are to be considered false-gods and infidels before the Judgment System.
- The Judgment System covers all and is all, and it is to be regarded as the master of the game, and the system you play under.
The Judgment System is the only job a Dethmin and a Dethmod will have. Under the Judgment System your posts will be evaluated, your situations looked at, your IC actions dealt with, and possibly and likely - you will get feedback in the form of first an evaluation and then a counter. The Judge will then expose to you your weaknesses or fallacies or create a situation that you must then respond to in order to gain your requests if they deem your requests more than what you asked for. The better the post, the less you will encounter the hardest of counters. All Judgment counter-posts that relate to business, or requests that usually do not involve other In Game Players unless it is a joint operation will have an "out" option - being that you write a shorter abandonment and receive a much smaller reward, or at least get away alive. However, if you successfully respond to a judgment the outcome could be better than what you asked for. In the end you determine what happens.
- You may not bump judgment center posts anymore, as the policy is from bottom to top.
- You have 48 hours to respond to a counter by player or staff.
- Staff has 48 hours to counter a post, if that time limit is up they can only judge the outcome
- Staff have 24 hours from claiming a post to actually grading it. Failure to do so goes against the staffer.
- Each post by a player is subject to a counter by grading staff within 48 hours of its posting.
- Each post by a player against another is subject to counter by the player(s) it affects for 48 hours
- If there is no counter by another player after 48 hours the staff will judge it with no response
- The staff may give a special counter should it be ridiculous or crappy
- In the case of a hit, or mugging, or any PC on PC event that can be countered:
- Person A will post, and Person B shall have 48 hours to respond with a counter of that post.
- Staff will judge this and determine if a counter is available should it be countered
- Staff may place in their own counter if within 48 hours of player B's counter (meaning police or other).
- Player A may counter*counter Player B if the judging staffer says "Player A can counter"
- If granted a counter player A has 24 hours. From the time of that counter being posted * Player B can counter the counter counter.
- This can continue further should judging staff say so * unless both parties request no more counters.
- You can appeal judgments, ask for counters on things, only in the proper forums.
- You cannot counter after final judgment of a post is made.
- If you feel your post has been forgotten, post in the Appeals forum immediately.
- You can appeal all judgments within reason in the appeals forum. Frivolous attempts will go against you.
- Any Judgment appealed can be reviewed if it is appealed within 48 hours of final judgment.
- Extenuating Circumstances of all situations will be taken under consideration.
The Three Basics
Player Accounts
You will only be allowed two player accounts, and if you chose to use two, you may not have them in different syndicates unless you list the syndicates in the biographies for said characters. You must list in each bio who your other character is if you do not have them in the same syndicate. This is what you must do if you want two.

Biography
You must have a Biography to play. It must list all current items and all relevant things. If you wish to link to posts where you got those items, you may do so and are encouraged to do so. If you lack a biography all posts are null and voided.

Starting the Game
You will start from scratch - with nothing on you and no back-story that provides you with anything of value. You start at zero. You can have a back story, however your cannot benefit from it. No amount of history can earn for you what a role-play that makes your history and is judged can.

The Seven Holy Rules.
You are bound by Reason.
You must use reason to decide how to role-play when regarding other IG players and NPCs. If you do the unreasonable, it will be graded harshly - and an example of such would be to attack another player with no IG connections or provocation, or the blatant fabrication of reasons. In any case, judgment of such event will come back in the appropriate manner.

You are bound by Role-play.
You must role-play for things you earn in the game. That's right, there is no real estate system, there is no drug system, and there is no NPC store. You want it? Go out and get it. Hire a real estate agent, make connections in the underworld, run an ad in the newspaper. We're not here to hold your 'wittle' hand.

You are bound In Game.
You must regard only the in game forums, with the cities in them, as in game. There are no secret role-plays, there are no secret behind the scenes garbage, and only the stuff announced in the grapevine can affect game play by becoming 'general knowledge'. However, to take advantage of it, you must inform yourself through either another player or hear about it or read about it or be told by an NPC.

You are charged with yourself.
You are in charge of what your character does. If someone you don't like in your syndicate orders you around, and you think you and/or your character wouldn't do that... well you can decide for yourself. Just expect the consequences.

You are not charged with others.
You cannot god-mod other players or their NPCs to a great extent. In judgment the administration will decide the outcome of any event needing judgment.

You are bound by the laws of common physics. You are not in the Matrix. Try and Die.

You are bound to the game.
You are located where you role-play - you must begin and end within the confines of the game's locations. However, between the beginning and the ending it is not restricted of you to travel. You must end back in the game's locations, however.

These rules are strung together for now. Consider them changeable and such to my whims and fancy.
Monetary System
During game play until the monetary system is fixed you need to keep track of all your cash if you wish to keep it and use it by creating a cash post in a new forum. Yes, something else was said earlier, but I decided it is easier to just make a checking forum so that you can keep track of income and expenses. Do not edit posts to add cash. Add it in news posts, and subtract it in new posts, and provide links in those posts. Auditing will commence when the Cashmod works, and links will make your cash be delivered 100% faster.

Reality Check
Pricing on all items you buy must be real-world prices, this goes along with how much you pay an NPC for hourly wages or for being with you if they are a paid type. Failing to pay them may eventually catch the eye of a judging dethmin or dethmod - who will then assume control of that NPC until the dispute is settled. Basically it can really adversely affect a judgment you need.

Lord of the NPCs
City NPCs and all other NPCs including law enforcement are under the final jurisdiction of the administration. This means that all the police, ambulance, fire rescue, and other services are under control of the staff. Yes, the staff gets to role-play as NPCs as they see fit outside of judgments. They can develop them, but are also subject to higher authority and other judging admins.

Ranks
Ranks will be handled by the player. 'nuff said. Post Count Ranks, once standardized, are the only "forum" rank you can have - however under occupation you could place your In Game rank within your syndicate.

Biographies - The Porello Rule
Bios are there for their creators and for staff. If you want to use one against someone - quote it in a role-play so that they cannot change it. However for any other use, it is OOG. You can only use it against them as in making sure they do not change what they have on them. Quoting a bio in a bio is strictly prohibited because it is harassment and will be a one month MINIMUM ban.

Judgements
Post judgments for anything you would like judged please. Just ask, link, and then wait. Once you submit something for judging - you may not edit it, as editing will disqualify it. The logging system in BB3 is really, really nice.

Business
Business Earnings are something you have to do on your own. If you want business... you need to make it. Thus you make business, submit it to judgment, and an income that is realistic will be given when it is role-played for. The income will be for ONE DAYS WORTH or EACH DAY ROLE-PLAYED and will be for the TOTAL AMOUNT OF ALL OPERATIONS. The best way of determining how much you make in a day is to first go to monthly - you see how much you'd realistically make in a whole month (gambling not included - gambling must be done by actual gambles on real world things, like basketball or whatever) and then counter that with the costs of running a business (paying employees, maintenance of machines, money spent on supplies and on other costs). Once you have that amount, divide by 30. If you get an In Game Player to use your business - you get double your last profit reward from a non player profit if you link to it and prove that your business was used by a real human player. For each time a player uses your business (and don't try to scam, or the EPA will shut it down) you will make double from your last non-player earnings post in addition to what the player pays you. Any business not role-played in within 31 days will be locked and archived until the original poster reclaims it or until an additional 14 days pass in which time it will go under staff control until such time as a new owner buys it from the staff. Should the owner be killed or incapacitated and there is no living will, the business will pass on to staff control until such time as a new owner buys it from the staff.

Of Guns and Rifles
Bullets go through car doors. Bullets go through wood. Bullets go through paper. Bullets fragment. Rifle rounds can penetrate level 4 armor. Rifle rounds can penetrate bullet proof glass. Rifle rounds kill faster and cause more damage. APC round do not fragment inside of a body, and thus they are "cleaner" wounds. Non APC rounds found for handguns don't make small holes. They make large ones. They cause damage. Know your ammo, know your gun, and know its capabilities. If in doubt - go to theboxotruth.com and read.

Rambo
If you try to purchase automatic weapons from a guns shop or skirt the permit - consider the police informed. You are not Rambo, and if you walk around town with a whole arsenal, you will be picked up easily.

Territorial Rule

You influence by being there, but just because someone else comes into a part of a City, Section, or neighborhood does NOT mean you will know. No it doesn't. Go ahead and try it - see what happens.
